4(1)(b)(i)

The particulars of its organization, functions and duties.

The Bank came into existence on 01.06.2006 by amalgamating 3 Regional Rural Banks namely Sree Anantha Grameena Bank, Pinakini Grameena Bank and Rayalaseema Grameena Bank. The pre-amalgamated RRBs were established under the provision of Regional Rural Bank Act, 1976, an Act of Parliament. The Bank's Head Office is situated at Kadapa, Andhra Pradesh. The Bank is governed by the Banking Regulation Act, 1949 and is engaged in various businesses as defined under Section 6 of the said Act. The main function of the Bank is to accept deposits from the public and lend to the public as per the norms prescribed by the RBI/Government of India and as prescribed by the Bank's Board and rendering of services to customers such as collection of cheques and issuance of Demand Drafts. Presently, the Government of India's share in the Bank is 50%, Sponsor Bank i.e. Syndicate Bank’s share is 35% and Andhra Pradesh Government’s share is 15%. The Bank is managed by a duly constituted Board of Directors which includes nominees from Govt. of India, Reserve Bank of India, National Bank and State Govt.  The organizational structure can be viewed by clicking here

4(1)(b)(ii)

The powers and duties of its officers and employees.

With the approval of the Board, the duties and powers of officers and employees are laid down by the Bank.  This apart the Bank issues circulars, guidelines & instructions regarding the powers and duties of various functionalities.

4(1)(b)(iii)

The procedure followed in the decision making process, including channels of supervision and accountability.

Different powers have been delegated by the Board of Directors to the officers at various levels for performing their duties. In order to exercise supervision and fix accountability, various control measures have been put in place.

4(1)(b)(iv)

The norms set by it for the discharge of its functions.

Bank follows the directions issued by the Board of Directors through policies duly approved by it and guidelines issued by the Regulators Govt.of India, Reserve Bank of India, NABARD and Sponsor Bank.

4(1)(b)(v)

The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions.

All periodical Circulars, Manual and other guidelines are made available to all our staff members for discharging various functions and duties and the same are available for internal circulation, as such not available on Public Domain.  Specific request, if any in this regard will be considered by Public Information Officers on case to case basis.

4(1)(b)(vi)

A statement of the categories of documents that are held by it or under its control.

Documents as required under law, rules & regulations such as Balance Sheet, record of staff members, licenses obtained from the RBI, for opening branches/offices are held by the Bank.

4(1)(b)(vii)

The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof.

The Board of the Bank comprises of representatives from RBI, NABARD, State Government, Sponsor Bank and Non-official directors nominated by Govt.of India.

Customers from different segments will be invited for Customer Meets wherein they have the opportunity to know the policies of the Bank. They can also make suggestions, if any for improvements of the products/services.

4(1)(b)(viii)

A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of which meetings are accessible for public.

Apart from the Board of the Bank, various committees, as per the requirement of the Bank, are formed with the approval of the Board or by the management, as per the powers exercised by them.

Public are not entitled to participate in the meetings of the Board/ committees and minutes are not accessible to the public.

A directory of its officers and employees.

The monthly remuneration received by each of its officers and employees, including the system of compensation as provided in its regulations.

The budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditures and reports on disbursements made.

The manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes.

The Govt. of India/RBI and respective state governments have issued specific guidelines from time to time for claiming and appropriation of subsidy provided under Govt. sponsored Schemes and the same is being implemented.

4(1)(b)(xiii)

Particulars of recipients of concessions, permits or authorizations granted by it.

Concessions provided by Central Govt./ state governments, if any, is extended based on the eligibility.

Details in respect of the information, available to or held by it, reduced in an electronic form

All the general information on advances and other services offered by the Bank are already available on the Bank’s website.

4(1)(b)(xv)

The particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use;

The citizens can visit various branches/offices of the Bank for obtaining information on the various deposits /lending schemes of the Bank. Further, the citizen can also visit Bank’s website www.apgb.in for obtaining information. The public can approach PIOs for information regarding banking products/ other details, if he feels the details displayed in the website are not sufficient. However, at present Bank does not have library or reading rooms for the public.
